Add BARCODE_MEMORY_FILE to symbol->output_options to allow

outputting to in-memory buffer `symbol->memfile` instead of to
  file `symbol->outfile`, ticket #301
Add "README.clang-tidy" and ".clang-tidy" options file
Suppress some warnings
